Nicholas Loney, the first British vice consul iniated several reforms in sugar industry such as: advanced the methods of cultivation, cane milling,sugar manufacturing, practical financial scheme,improved transportation facilities, early shipping arrangements and located vast markets for sugar in foreign lands.He also secure a number of much needed reforms in maritime and labor legislations, initiated some projects of far reaching economic effects as steamers in interisland shipping, building of railroad from Manila to Dagupan and laying of cable between Manila and Hongkong.
