The SEE-DISCERN-ACT framework is adopted in this study in assessing the measures of the province of Cavite in addressing corruption in the financial transactions of the local government vis-à-vis the role of the Catholic Church in building a counter-culture against corruption in the local government. The study reveals that the legal measures and the efforts of the Catholic church in addressing corruption have been in place for quite sometime and there have been no substantial results so far.
