This study describes the organizational social climate of jails in Cavite. The researchers used a triangulation method, survey questionnaire, focus group discussions, and direct observation in gathering data. A total of 559 inmates and 57 jail personnel participated in the study. The findings show the felt-needs of inmates as basis for an intervention program. The researchers developed the Integrated Rehabilitation Program (IRP) to respond to the rehabilitation of inmates and consequently, to the management and administration of jails in Cavite. The program focuses on preparing the personnel on how to provide inmates with opportunities to acquire basic education and develop skills essential to life and employment. The program also prepares the inmates in their re-entry to mainstream society as renewed and productive citizens.
