The research serves as tool to gather primary and secondary data for determining the extend of engagement of the initiatives or efforts related to environmental management at the level of city and provincial governments in the province of Cavite, Laguna, Batangas, Rizal and Quezon(CALABARZON) in Luzon island, Philippines. All the concerned officials of the provincial and city governments participated in the survey that covers 5 provinces and 11 cities from March to September, 2009. The study reveals that most of the provincial and city government units are concerned with environmental management which puts in place the respective Provincial Government or City Environment and Natural Resources Office (PG or City ENRO). However, this concern for environmental management is mostly expressed in terms of solid waste management or garbage collection and less on other aspects similar to environmental management, particularly matters about clean air, clean water and climate change. To allow comparison among provinces and cities as to the extend of their involvement in environmental management, the researcher introduced the concept on Environmental Management Index (EMI) by using a common parameter and applied the EMI to every province and city thereby creating a parameter used for the inter-province/city comparison. The average EMI of the 5 provinces is 30.4 and is equivalent to an adjectival rating of satisfactory. The average EMI of the 11 cities is 28.63 and is equivalent to an adjectival rating of satisfactory
