What may technically be the first strike recorded in Philippine history was a work stoppage, or agricultural sabotage, by the people of Cebu in 1565. During planting season that year and the next, they left their fields unfilled in an attempt to starve the Spaniards out of the small fort to which they were pinned down. Though this communal action was probably not initiated by the farmers themselves but by their datu overlords, it illustrates the classic principle that no-workers are ultimately dependent upon the produce of workers. And the action would have been successful but for an equally classic principle of social behavior--the profit motive--when Manila merchants broke the strike by delivering rice at inflated prices.
