Contains thirty-nine articles which speak of the following points: 1. Cultivation of the national language means it becomes the language controlling domains of the government, education, trade and industry, higher education, judicial administration and legislation. 2. It is necessary to look back at a language planning based on a colonial past of the Philippines and the influence of policy on the language of the colonizers of the archipelago: Spanish, American and Japanese. 3. The National Language functions not only to unify the nation, but for socioeconomic realities and for financial profits. 3. The National Language must undertake modernization so that it can thematize contemporary realities. 4. The National Language must be cultivated for scholarly discourse as a medium of instruction for contemporary knowledge especially in technology and science.
