This book is about agrarian reform in a captive lang. It asks why, despite the central place accorded to agrarian reform on the political agenda in the Philippines throughout most of the 20th century, no significant land redistribution occurred. The definition of agrarian reform is itself a matter of controversy. Here agrarian reform refers to programmes, usually introduced by the state, that have the intention of redistributing agricultural land to its tillers and providing them with secure property rights and the means to earn an adequate living.
