Mercado, Ph.D., is founding president of the Manila-based Development Consultants for Asia Africa Pacific (DCAAP), a regional training and consultancy firm that specializes in human Development Management (HDM). He is also a lecturer in the College of Mass Communication at the university of the Philippines. He worked as planner/programmer and monitoring and evaluation specialist of the United Nations Development Programme (1985-1995), professor of Communication at the University of the Philippines (1967-1985), fellow of the Development Academy of the Philippines (1974-1985), and consultant to numerous local and international organizations. Dr. Mercado has also pioneered in development model formulation and testing
