To what extent does the poor benefit from the on-going development thrust in the Leyte provinces? Will the industrialization blueprint being implemented ultimately uplift the standard of living of the poor? This field research found out that the poor exhibit similar feautures that fil the classic description of the disadvantaged: landlessness, utilization of the traditional technology, low production, low income, multiple sources of income as major survival strategy, active involvement of women and children in farming and fishing, lack of capital and access to disposition of goods, and poor transportation systems. ANalysis of the development efforts being pursed in Leyte shows that the emphasis is more on capital-intensive, urban-based industries and less on agricutural programs. It also raises questions on whether the government's development efforts will ultimately lead to the narrowing of the gap between the rich and poor in the area. --Back cover of the Book.
