This volume deals with two vital education concerns - sectoral targets and functional linkages. It contains the results of EDCOM's (1) investigation of the mechanisms of policy formulation and planning its recommendations to improve them, and (2) its assessment of the state of functional linkages and its policy recommendations to further strengthen existing linkages, create linkages where needed, and remove linkages which prevent or hinder educational institutions from functioning optimally.
