The Civil Code of the Philippines provides that everyone is presumed to know the law, though not everyone knows how they come about. How Bills Become Philippine Laws fills the need that this problem poses. Citizens outside of those who work in Congress-from the academe to the business community to people's organizations, from students to the men and women in the homes as well as on the streets-can now know how Philippine laws are enacted or created by learning the principal players in legislation as provided in the Constitution, namely Congress composed of the Senate and the House of Representatives, the President, and the people. People are encouraged to propose bills to members of Congress to file and deliberate on them until approval. The approved bill is sent to the President for signature. These steps are discussed in detail in the chapter on Legislative Process. The Book is a must-read for all those who are interested in the legislative process, either for their business or for their education.
