This Human Development and Poverty Reduction Cabinet Cluster hopes that this book will assist in addressing the present problem on poverty reduction in our country. It posted fundamental questions like: "Who exactly are the poor? Where are they located and how are they distributed by geography, gender, employment, age, and disability? And are there meaningful ways by which we can measure and specify their levels of impoverishment, organizing them as identifiable sectors accessible to government intervention? Are they food poor, income poor, opportunity poor or entrepreneurial poor? Are they chronic poor or transient poor?"
