Dr. Mercado finished four degrees : Ph.D. in Mass Communication and Master of Science in Agriculture Journalism from the University of Wisconsin as well as Masterof Science in Agriculture Education and Bachelor of Science in Agriculture (extension) from the University of the Philippines at Los Baños.    He is a member of a number of national and international honor societies and professional organizations. He has so far assisted 18 countries in Asia and the Pacific region.; Cesar M. Mercado, Ph.D., is founding president of the Manila-based Development Consultants for Asia Africa Pacific (DCAAP), a regional training and consultancy firm that specializes in human Development Management (HDM). He is also a lecturer in the College of Mass Communication at the university of the Philippines.       He worked as planner/programmer and monitoring and evaluation specialist of the United Nations Development Programme (1985-1995), professor of Communication at the University of the Philippines (1967-1985), fellow of the Development Academy of the Philippines (1974-1985), and consultant to numerous local and international organizations.    Dr. Mercado has also pioneered in development model formulation and testing
