520 _aUnder the sponsorship of the U.P. President and Chancellors, the Public Lectures were organized by the Leadership, Citizenship and Democracy Program of the U.P. College of Public Administration. As staff members of the Program, editors were able to publish all the lectures in this volume, in time for the turnover of the presidency from President Ramos to his successor, President Joseph Ejercito Estrada on June 30, 1998. Thus, the outgoing President was able to give a copy of this book, his book really, to the new President. As the report on President Ramos' presidency and administration, the making and publication of this book symbolized the rendering of his public accountability to the nation for his presidential leadership. As well, his giving of the book symbolized the democratic turnover of the presidency to the newly elected President.
