520 _aThe research covered all the local government units (LGUs) in the province of Cavite, comprising of 20 municipalities and the cities of Tagaytay and Trece Martires. Primary data was gathered by way of survey questionnaire and interview. The study reveals that the LGUs in the province of Cavite appear concerned with caring for its environment as mandated under the Local Government Code. However, the aspect of environmental management is an earea where some of the local government units need to do more efforts to further improve its compliance with the expectations of national laws particularly in relation to some of the laws specifically meant to maintain a sound and clean environment. The study also reveals that 45 percent of the LGUs in the province of Cavite gave high priority level to environment management matters and 4 LGUs has satisfactory rating based on the observed/computed environment management index (EMI). It is, however, disturbing to note that 10 other LGUs have EMI values rated as fair and 8 others LGUs rated as poor.
