520 _aThe English-Filipino Dictionary of Philosophy is the author's humble response to the 1987 Policy of Bilingual Education. Since 1974, bilingual education has been the clamor of DECS with the thrust of producing graduates who are competent in both Filipino and English. English has been retained as medium of instruction for science and mathematics and Filipino for the remaining courses. Secretary Juan L. Manuel, in his Department of Education and Culture Order No. 25, s. 1974 otherwise known as IMPLEMENTING GUIDELINES FOR THE POLICY OF BILINGUAL EDUCATION expressly stipulated that "Bilingual education is defined operationally as the separate use of Pilipino and English as media of instruction. . . . Pilipino shall be the medium of instruction in the following subject areas: Social studies/social sciences [that includes philosophy], character education, work education, health education and physical education." The same provision has been highlighted in the 1987 Policy of Bilingual Education (DECS Order No. 54, s. 1987). The thrust of intellectualizing the Filipino language, with the tertiary level of institution taking the lead, has been underscored in DECS Order No. 52, s. 1987.
