This book is a modest contribution to the sparse literature on elections focusing on election administration. At a time when the integrity of the electoral process constitutes a major concern whether under the Marcos or Aquino regimes, a study on electoral machinery cannot be more opportune. As such, the infirmities of election laws along with the laws of the procedures and their implications on the credibility of the results become legitimate issues to be probed systematically.
