This volume has two major parts. Part I consists of eight chapters. Part II presents the conclusions and recommendations pertinent to access and equity, quality and relevance, language of instruction, and other concerns discussed in Part I. Part II also proposes a new educational structure reflective of the relationship of the formal learning system to non-formal education, and the creation of an Educational Statistics Division under the National Statistics Office and of a Center for Leading Edge Educational Technology.
